Charles E. Ciccotti, President
Charles Ciccotti became a registered private investigator in 2004 and opened Ciccotti Enterprises, Inc., Private Investigation and Consultant Services. Mr. Ciccotti received a degree in government administration from Christopher Newport University and obtained a post-baccalaureate certificate from Virginia Commonwealth University. He served 27 years with the Virginia State Police and retired as a Sergeant. He recently joined Ciccotti & Buckley as President.
Mr. Ciccotti is active in supporting his community and his profession. He served on the Private Security Services Advisory Board of the Department of Criminal Justice Services as a private investigator representative; the Department of Criminal Justice Services Board (which he was appointed to by Governor Bob McDonnell); he is currently serving on the alumni board at Christopher Newport University; and the board of the Portsmouth Sports Club that gives scholarships to local high school students.

Patrick “Ed” Buckley, Vice President
Mr. Buckley is a retired twenty-five year Federal Bureau Investigations Supervisory Special Agent. His career also includes being a senior program manager and a Norfolk Joint Terrorism Task Force supervisor managing diverse programs and teams of case agents, intelligence analysts, surveillance specialists and program analysts. Throughout his career, he has conducted all aspects of the investigative process to include major/complex terrorism investigations, court-authorized electronic surveillance, courtroom testimony, managed counterterrorism/intelligence surveillance/technical operations, numerous sensitive undercover operations both in the United States and overseas. He served as a special agent bomb technician, post blast subject matter expert, police instructor, and terrorism subject matter expert.
Karen Aspy Morgan, Certified Fraud Examiner/Office Manager/Paralegal
Karen is a Hampton Roads local, with years of investigative and legal experience. Karen attended James Madison University where she obtained her undergraduate degree and Old Dominion University where she obtained her Master’s Degree. She also has an Associate’s Degree in Paralegal Studies. She has experience as a paralegal with a large private firm and with the government, where she specialized in asset identification and tracking. Karen also has a strong background in investigations as she spent 9 years at the Federal Bureau of Investigations, both as a White Collar Crime Special Agent and Forfeiture Analyst, where she specialized in financial, internet fraud and crimes against children investigations. She also spent 6 years as a Bank Fraud Investigator. She has been a Certified Fraud Examiner since 2014.
